中国海洋工程公司是国家交通部所属国营企业，是国家商务部批准的对外承包工程、国际劳务合作以及进出口贸易的国际经济合作公司。公司主要从事近海石油工程、海洋工程服务、劳务输出、远洋拖轮、沉船打捞业务。

　　中国海洋工程公司于 1994 年在深圳特区成立了中国海洋工程公司深圳公司首家窗口单位专业从事海员劳务输出业务。随着业务的发展和经营业务的扩大，经总公司核准 2003 年 7 月经广东省交通厅的批准，在深圳注册成立了深圳市海工船舶服务有限公司（以下简称深圳海工）经营范围扩大为船舶代理；国内船舶机务、海务管理；船舶检修、保养；船员配给管理；船舶买卖、租赁、营运及资产管理。

　　中国海洋工程公司深圳公司从事外派船员业务已有十几年的历史，主要外派船东有香港、台湾、新加坡、欧洲等国家和地区。船舶的主要类型涉及到散货、油轮、液化气、化学品、拖轮、邮轮、钻井平台。公司对船员实行合同化规范管理，薪资收入随行就市，并为外派船员购买高额的意外保险和医疗保险，使船员在外工作的放心，无后顾之忧。公司尊重船员、保障船员，符合国际化船员管理规范。

China Ocean Engineering Corporation (COEC) is a state-owned company under the Ministry of Communication in China . Authorized by the Ministry of Commerce, COEC is an economic cooperative company dealing with foreign contract, international labor service, and import and export trade.
